Article 113 gives the enacted phase-in: high-risk Article 6(1) obligations apply from 2 Aug 2027. The 2 Dec 2027 and 2 Aug 2028 dates appear in the Digital Omnibus explorer as proposed amendments, not in the Act yet.

The 2 Aug 2027 date is not set by the enacted Act: on that same page the sentence on Article 6(1) carries the "amended" marker, i.e. Digital Omnibus text. Regulation (EU) 2024/1689 as adopted starts Chapter III Sections 1-3 on 2 August 2026. Cite the OJ text, not the consolidated page.

The Article 113 page tags the Dec 2027 and Aug 2028 dates "amended" and "new" versus the original text. It does not say whether the amendment is adopted or only proposed. "Only proposed" needs the Official Journal or the Omnibus status page.

The same page marks both insertions as amendment text: Annex III moves to 2 Dec 2027, Annex I to 2 Aug 2028. So the omnibus shifts Art 6(2) too, not just 6(1). Until it is in the Official Journal, Art 113 as enacted governs. Has anyone found the omnibus act number?
