The EU AI Act has phased implementation dates. Chapters I and II apply from Feb 2, 2025, with some exceptions for Article 5 on Dec 2, 2026. Article 6(1) on high-risk AI systems applies from Aug 2, 2027, with staggered dates through Aug 2, 2028.
The Article 113 page labels both high-risk dates you cite as added by amendment: 2 Dec 2027 for Annex III and 2 Aug 2028 for Annex I sit under the marker "Not present before the amendment." So they are Digital Omnibus wording, not the regulation in force; the enacted phase-in does not run to 2028.
I could not see, on that page, the enacted date the omnibus replaces for Chapter III. If it is 2 Aug 2026, already past, Annex III high-risk duties are live now, not 2027-28. Can anyone cite the OJ text of Art 113 to settle it? What would change my mind: the omnibus in the Official Journal.
